Overview
The Los Angeles Department of Water and Power (LADWP), the largest municipal utility in the United States, set out to build foundational infrastructure for a smarter grid: a two-way communication network and a distribution automation (DA) system, engineered to integrate with LADWP's existing operational systems and to expand later into a full advanced metering infrastructure (AMI) deployment. LADWP engaged tieBridge to lead the procurement end to end — to define what would be bought, assess who could build it, run the solicitation, evaluate the responses, and recommend an award.
The challenge
Procuring foundational grid infrastructure at this scale is as much a discipline problem as a technical one:
- The system was mission-critical and deeply interconnected — it had to integrate cleanly with LADWP's existing outage management, distribution management, SCADA, GIS, and customer systems, and remain expandable to a future AMI rollout.
- Requirements had to be specific enough to attract and fairly compare qualified specialist bidders, yet solution-neutral, so competing architectures could all compete rather than being pre-empted by a single vendor's design.
- The market of integrators capable of delivering communications, distribution automation, back-office, and managed services at LADWP's scale is specialized; LADWP needed an objective read of that landscape and a credible slate of qualified bidders.
- Proposals would be large and complex, spanning many domains, and hard to compare on an apples-to-apples basis.
Our role across the procurement lifecycle
tieBridge's role spanned the full lifecycle: requirements development (a comprehensive package of roughly 330 requirements across eight solution domains — project management, the complete system, communication network, installation, back office, distribution automation, managed services, and special provisions), solution architecture framing, competitive landscape assessment, qualified bidder identification, procurement orchestration, proposal evaluation, a strengths-and-weaknesses compendium, and a final recommendation.
Specifying infrastructure that must scale to what comes next
The hardest part of the requirements was writing for two futures at once. The network had to serve distribution automation now and expand to support a full AMI deployment later, integrate with a complex estate of existing systems, and meet demanding near-real-time performance targets — all while staying solution-neutral so different architectures could compete on their merits.
One standard, end to end
Because the same team defined the requirements, ran the solicitation, and evaluated the responses, the yardstick used to select a bidder stayed identical to the yardstick used to define the work. The requirements matrix doubled as the bidder compliance matrix, so proposals could be compared on a true apples-to-apples basis rather than on packaging.
A compendium, not a coin toss
Rather than reduce complex, multi-domain proposals to a single number, tieBridge produced a structured compendium of each proposal's strengths and weaknesses, mapped back to the requirements — a transparent, defensible evidentiary basis for LADWP's decision.
